My two neighbours and I live on an unadopted road and are the only houses situated on it, although other motorists can use the road as a cut through. Prior to our houses being built it was just a country land and nobody is clear who owns it. The Lane is in dire need of repair and we (the neighbours and ourselves) wish to resurface it. Do we need permission or can we just go ahead and make the improvement to the road?

If you're in the UK, then maybe try to contact the Land Registry or local Council to see who the freeholder/leaseholder is.

They may be happy to let you resurface it or they may not.

Better to check first to avoid having to pay to get it ripped up as well.

Thank you. Yes, I’ve looked on the deeds but not obvious. I’m not sure who would stop us as land doesn’t seem to belong to anyone, but will contact Land Registry.
