So I've decided this must be my problem. The ignition isn't switching off. Well the ignition is because the engine goes off but whatever its called where the key is at position 1. I would try to take off the battery over night, before looking any further.
Completely different car from an other era, but when I forget to kill the ignition on my PHEV Volvo V90 T8 (happens a lot, since the engine isn't running ) when I lock the car, the it will automatically switch off the ignition.

On my 997, "double locking" locks the car, while disarming the alarm (and the doors can be opened from inside). It chirps when the trunk is left open (which I often do in the garage, in case the battery goes flat).ATM said:

I had something similar on my 987 Cayman. The keys had lost their 'sync' with the car. Yes, both of them at the same time (probably related to swapping the battery). Solution was to open the car and put the key in the ignition and turn it to the 'running' position but not start the car. Then press and hold the smallest remote button on the key for a couple of seconds, until you notice the small red LED on the 'lock' button on the dashboard change the flashing pattern. This re-sync'd the key with the car. Repeat with the other key.

Looking at the numbers I don't think it's going to be a positive outcome. I believe the car needs to be EUR 4 compliant if petrol. The numbers for CO and NOx look fine but assuming HC on the certificate matches their THC then this is over the 0.1 required.

I bought 2 Porsches last year and checked both were ULEZ exempt before I purchased them. I then got fined for driving one - not this one - through a Clean Air Zone in Birmingham. Fast forward lots of aggro and I now know the system for TFL and Clean Air Zones or CAZ are different. Exemption from one means nothing to the other. So the question for me now is will this car be exempt in CAZ.
Wheel Colour
So I still want to try some 17 wheels on this car. I know thats not popular. I have had a set of 17 inch 10 spoke wheels finished in a grey colour. These are not for this car but I guess I could try them - if I ever decide on what tyres to use. In the mean time I am trying to get another set of the standard 17 inch 10 spoke wheels refurbed in the correct bronze gold hue used on some other parts of the car.
I've just been to see my wheel man and he tells me he can match anything with the correct paint code otherwise we are guessing. He does use powder coating which I like as its rock hard when done properly. However the powder coat only comes in a small range of colours so if you want a special colour you need to have a base coat of powder coat, then actual paint and then a coat of powder coat clear lacquer. So next I am going to ask the PO for the paint code.
