Heater Fan Query

Afternoon chaps,
I've been meaning to ask this for about the last year... every time I start my Tuscan (1) from cold the heater fan goes on full blast for around 20 seconds, then turns off or back to whatever the setting on the dial is!
It's not a problem but just makes me and my passengers laugh as a typical TVR thing, does anyone know what could cause it? I keep the car plugged in so the battery is always full so don't think it's an effect of voltage drop during starting, although I don't recall it happening when the car is already warm so perhaps I'm wrong...
The windscreen vents also seem to blow warm and the steering wheel vents seem to change with the control, is this normal or does it sound like the flap is sticking in the heater box?
