Air Con question

With the recent hot weather, when I haven’t had the roof off I’ve had the air con on. It seems to be only blowing cold air out of the vents under the steering wheel. I’m sure it used to blow out of the dash vents too.
Any ideas as to what is going on?

When you change the heater setting the fan will stop for a second or two while it sorts itself out and then comes back on to the original speed. Not sure if unique or part of the 'they all do that sir' but it's never failed to come back so never bothered me. Just wonder if the flap or whatever it is you can hear moving doesn't fully engage and provide air to all the vents. I suppose the question is whether you get airflow out of the footwell and windscreen vents without the a/c on?
Actually I always thought the eyeballs under the wheel were fresh/ram air only, so what do I know, only had the car 14 years
