Rover 45 Impression - Fuse 23 keeps blowing

Does anyone have any suggestions for why fuse 23 ( radio / clock / cigar lighter ) keeps on blowing?
Its been replaced 3 times and keeps blowing, we know theres nothing in the cigar lighter that could be tripping it.
