When we have to replace a broken/worn engine we tend to use a good 2nd hand replacement from a reputable breaker rather than risk buying a recon engine from one of the many scam/dodgy rip off engine re-builders (take a look on ebay).

How can you be sure the engine re-builder is genuine when there are so many scammers advertising.

typical recon engine, take head off, check valves/cams if fine they get cleaned up,check crank/bores,clean up.anything worn just replace that part. most recons have either failed units or are bought in bulk off scrap merchants.nothing really wrong with a recon engine just don't expect it be a new engine because it is,t.

There is no legal definition of what constitutes a "Reconditioned"engine.
The only way to know the condition of an engine is to take it apart yourself.
The cowboys can do what they like!
So,legally there is very little you can do.

Correct. If you want a replacement engine with some certainty that it has been properly taken apart and rebuilt you need a 'remanufactured' engine.

Replaced 2 engines on 2 cars, I'm thinking this = wrong way of doing it, & should replace rest of car around a good engine I already have?
