Admiral and similar will be cheaper but usually restrict how many cars they will accept to usually 5-7 or so.
Brokers are usually used for those fleets where the TIV is usually in excess of circa £100k who then access the usual HNW market such as Chubb ,Aviva Private and Zurich.
Rates for this type of Insurer are usually in the 0.75 -1.50% range on TIV depending on record ,post code ,mileages etc.

Does it only make sense to use the FJs where the fleet value is much high and you also wrap it in with other personal insurances (building, contents etc)?
You could always try the likes of Howden's ( formerly A Plan ) and see what they can do for you.
Fwiw i have used Nowell and Richards for years who have always been pretty good to deal with.
