Oil gallery tapping without disassembly

Its a GM 4cy ecotec engine, alloy block.
Planning to put the new oil fitting along the main galley that runs longitudinally. There are some m12 plugs along this gallery and I want to increase 1 of them to 3/8 unf.
I’m hoping I can drill and tap for larger fitting then hoover swarf out?
What’s a sandwich plate?

And what diameter are the ID of the internal galleries ?
I would not be trying to drill any block for that sort of fitting. The chances of you having enough material are very slim, but it should be obvious when looking at it.
And not a chance would I be trying to do it on a working good engine when it is installed in the car.
If there are already other pre-threaded options, use them. Or as already said use a sandwich plate at the filter.
