Supercar Regulations :(
Discussion
What do you mean by "design restrictions"? As they're both road legal they both have to comply with all the relevant road car regulations for each of the markets they're sold in. In the US that's the FMVSS, not sure what the EU or Japanese equivalents are called. But those are the same rules every other road car also has to comply with. There isn't a special book called "so you want to build a supercar, here's what we'll let you get away with."
simple google search came up with this list of latest leg/reg relating to cars but you may need to be a bit more specific in what you are looking for. They will both meet type approval for M1 class cars

For all the ECE regulations.
13H for brakes, 51 for noise, 79 for steering.
And loads of others...
US is FMVSS as said above. Think they might be on the NHTSA website.
Japan is TRIAS but they're not freely available online I don't think.
Most other countries just copy the European regs.
