Ive got a 09 V8V convertible.

There is a squeaking sound that can only be heard at low speeds (presumably because at higher speeds wind and engine noise drown in out) it most noticeable at < 5 mph.

The sound seems to be related to a wheel as it can only be heard at regular intervals as if the wheel is rotating and only causes the squeak every one rotation.

Any ideas what this could be ? (appreciate its a vague question)

Probably a binding brake caused by a sticky caliper.

Would there a user (non mechanic) way of clearing this ?

If the break pads where changed by a mechanic would this clear it ?

Mine used to do it and I'd always assumed it was the hand brake pads. However, it hasn't done it since I changed the normal pads.

The advice given for squeaky brakes is first, a few gentle braking speed reductions to heat the brake components.
Then follow that (obviously not when I am following) with heavy braking from high speed.

Might this be a sequence worth trying, for the symptom described by the OP'?

Perhaps if a caliper is sticking, then dismantling might be the only solution.

I did that a few times but it never solved the problem for me.

It's the handbrake pads. Temporary fix is to use the handbrake while moving in reverse to clear away the buildup. It'll eventually come back, though.

Yep - Id go with the handbrake pads too, as above - easy fix to try, when driving along just gently pull the handbrake on a bit for a second or two then release. Try it a couple of times. If noise goes away was the handbrake pads.

It could also be the early signs of a wheel bearing on the way out, and the noise is just being masked as you gain speed. Eventually it would get louder over time. Try the handbrake pad fix first. If it does not go away take it in somewhere with a ramp, and get them to spin the wheels/move them around and check for noise.

...I had 3 wheel bearings go over time on my first Vantage, from 2006 to 2014, over a 70k mile period

This is either due to the heat shield at the back of the disc, handbrake pads need deglazing or the p clip is still installed on the handbrake cable which is bolted to the rear subframe

This. You can also pull the handbrake and release immediately when you're moving and it'll also stop the squeaking momentarily.
