I've a 1984 90 with rear windows and bench seats and am now through their entire complaints process and waiting on the local government ombudsman to make a decision...

So, mine's a post-1998 vehicle, which for reasons unknown is the demarcation year between the two processes tts for London adopt.
Pre-1998 trucks have to be "registered" with TfL by providing photographic evidence of any conversion and, bizarrely enough, they don't accept one-piece bench seats as a legitimate modification, even if that was the factory-spec seating of the time the vehicle was first registered. It seems they're slowly trying to block every possible loophole. They don't offer any reason and it seems they have the attitude that saying "Well we don't accept that and we're in charge" is sufficient to make people comply. If it were me with an older truck I'd be seriously considering some heavyweight legal advice as to why a vehicle fitted with bench seats in 1984 wouldn't invoke the charge, whilst an identical vehicle fitted with the same seats today would.
Post-1998 trucks only need be issued with an updated V5 from DVLA.
Why they have the two processes is a mystery, but it worked for me as they were relentless in trying to make me adopt the pre-1998 process - something I refused to do on principle.
To do this meant sending them hard copies of their own website with the relevant bits highlighted, plus a copy of the updated V5 with body type shown as "Estate".
It's truly staggering how ignorant TfL are of their own regulations and, like so much of what they do nowadays, the LEZ thing appears to rely on people not having the bottle for a fight when letters drop through the front door threatening thousands of pounds of fines if a smaller but still significant fee isn't paid.
It also helped that all three PCNs were issued outside the statutory 28 period from the alleged offences.

Haha. From your response I can see you hold as much love for tfl and their arcane rules as I do.

I have already done as you mention, with the marked up hard copies of extracts from their own website. I've been really pushing the fact that benches were standard fit right into the 1990's and requiring their replacement is bloody ridiculous but have been having little luck!

Good luck with it.
Will be interesting to see their response to the seating issue which appears to have no basis beyond someone at TfL simply not liking them....
"Bench seats are not suitable".......Really? Says who?
Stick with it though, and remember TfL don't actually own the roads in London but like to think they do, making up dubious "legal" requirements to fit,

Hi Crossfire Kid,

I have just had the similar issue to you having as describled above. I have a year 2000 TD5 that is apparenlty uncompliant. I have just submitted last night my represation with photographs showing the seats in the rear etc and posted my V5 off to the DVLA to get it changed to 'Estate'. what is the point you made about the 28 day issue date after the offence? My 'Offence' was on the 23/09/17 and the issue date was the 30/10/17.......

should I add this to my representation if i can?

the help would be greatly appreciated otherwise no one is getting any presents for christmas wink

Had you already had a warning before, I thought first offence was a warning letter only?

I had had a warning letter about 18 months ago which I had completely forgotton about to be honest. Don't head to london that often!
