Since when have UPS international documents shipments not allowed staples holding packs of documents together?

Never heard that and i've worked for them for 21 years

UPS customer service. When my shipment with approximately 30 sheets of paper and 3 staples was rejected and returned to sender.

They're stringing you a line, there's no rule on staples in anything. Half the boxes we carry have staples holding them together. Definitely nothing stopping you stapling papers together.

Technically it's no longer a document, it's now a package and needs a commercial invoice as "technically" the staple could be re used and had a value.

I worked for DHL Express for 10 years and although that's the rules I never heard of anything being rejected because of it.
