Syncona Limited is a Guernsey registered company so presumably different rules apply. There is no registration for Syncona Limited at Companies house.

The acronym PLC (public limited company) at the end of a company name signifies that the business offers shares to the public. It is used in Great Britain and some Commonwealth nations and is the equivalent of the U.S. "Inc.
So yes, if the company is "named" outside of the UK or commonwealth it won't contain the plc thing.
