Apple Business Manager - Worth It?

Anyone have any insight into this?
We’ve got a growing number of iPads for our guys (construction company). One of the main reasons is for taking and uploading photos into apps, which need to be assigned individually i.e. not into a single iCloud account.
At present this means we have a number of different iCloud accounts and storage plans with individual direct debits - is there any merit in taking up an Apple Business Manager? With / without this is it possible to set up the storage plans onto an individual charge, but keep the data in separate clouds, if that makes sense?

I'd suggest looking at the Apps. There should be no reason to store the image on the device once it is processed and sent.
Certainly, our solution works on any Android and Apple device, and will deliver the photo's in document and separately for backup to One Drive, Dropbox or Amazon S3 or similar.
