Help me buy a licenced walkie talkie please? Thanks!

Do you know what band the radios work in? If it's VHF then it's worth doing some antenna calculations, going to maplins getting the corresponding connector to the antenna port and soldering it on. I did that with a set of walkies I had and it was brilliant.
Tbh even with the UHF ones it's worth a shot... Most come with ridiculous antenna lengths for their frequency.
Overseas licences are difficult to obtain, to be honest so are UK ones. Especially if you get a throbber on the case.
We use these occasionally for safety work and get roughly 6km from undulating terrain.

Regarding noise cancelling, no that's primarily the niche of current gen military radios, although squelch will do its best to shield you from the guff below the noise floor. Your best bet will be to run an earbud arrangement from the set.
If all else fails... http://www.ebay.co.uk/bhp/clansman-320
Trust me... That set is a bloody awesome bit of kit..
If you see the much smaller PRR don't bother - they operate in the 2.4GHz range and have a max operating range of about a gnats cock when you really want it to work.
You don't need a WT for CB http://stakeholders.ofcom.org.uk/spectrum/informat... as long as its operated in accordance with the regs.

I was led to believe there is no longer a need to have a licence for these any longer?
Correct : http://stakeholders.ofcom.org.uk/spectrum/informat...but use outside the UK may not be as straightforward : http://ecbf.eu/legis_room.html

I do a lot of balloon crewing, and we are forever on the hunt for decent radios.
These are pretty good, they are licensed (though I doubt this would ever be policed...) unfortunately once you lose direct line of site the range will take a massive hit, however these higher power ones are definitely better than most I have used..
