Who to use for website redesign and upkeep

Hi all,
Any suggestions on who to use for a business website redesign and ongoing upkeep?
It's effectively a car repair garage website with an online booking section, it needs to have a very modern and glossy feel to it. I'd like to incorporate either a blog section which can be updated daily/weekly by the garage workers or perhaps an auto feed from our facebook page so our facebook posts show up on our website.
Any ideas of who to use without breaking the bank? Although it's a business it is a relatively new business without a massive budget to spend!

whilst true that a lot of developers use wordpress as a frame work there is a huge difference between getting a wordpress.com account and bunging on a cheap theme is very different to a proper secured hosting and building your own themes and plugins to do exactly what your client wants.. so its hardly just using wordpress lol...You'll find a lot of 'wed designers' just use WordPress themes themselves.
It is a good frame work though and you can diy something good but there are limitations and most themes do almost what you want..
