Free activated sim for just receiving calls?

Hi all,
I am just starting an Arduino project. I have bought a GSM module, but need a sim for it. It will only receive calls/texts. It does not need to be able to make calls. I don't want to spend £10 on top-up to activate one.
Can I get a free PAYG sim anywhere that will be able to receive calls without spending £10 to top one up and activate it?

I think the free Three data sim accepts calls and texts, certainly Three have text it a few times:

I have one in a tablet simply because it was free. I ordered another one that has been sat unused for nearly a year and it still works and has the 200mb free data.

Did you have to originally topup the sims first though to activate them?
I was under the impression if I pick up a free sim I need to topup with a tenner to activate it before it'll receive calls.
The Three sim required no top up, totally free 200mb per month and you can't go over. It's worth a try for no cost at all.Did you have to originally topup the sims first though to activate them?

I will try to remember to test later if I can text/call the number and report back.
