Help- turbo Issues?

Urgently need some advice...I've currently got a Grande Punto T-Jet as a run around- there appears to be a problem with its boost though- I'll put my foot down and it appears that the turbo isn't spooling up in 2nd and 3rd...it's an intermittent fault and there's no engine warning light on. Is is likely to be the hose or the blow off valve? Advice please gents? Any ideas on cost of repair if it is the valve or hose?

I had a 1.2 Multijet and had a similar problem. One minute there was boost as standard, then the boost would come in higher up the rev range then there'd be no boost. A friend of mine who is an ex Fiat Technician said it was the electronic wastegate which cannot be replaced individually so needed a new turbo.
I don't know about price as he bought the car from me for cheap as it was doing my head in.
