why don't i use capitals - very simple i was an architect in the days when you wrote on actual paper not typing into a computer
capital letters were only ever used when you were describing a proprietary product/trade name - eg British Gypsum
old habits die hard - when i write by hand i use block capitals for everything because its very neat/tidy and legible and i can write very quickly
i have had literally hundreds on comments about how neat and pleasing to the eye people find my handwritten 'style'

It's basic information provision conveyed and worded as a warning, not a carefully crafted invitation to a social event! Feel free to ignore/complain officially etc. Good luck.
And as I also mentioned previously, a public warning serves to educate a wider audience.

but 'bloody' is ok?

Of course, it's no such thing.
If nobody clicks on [report], it's possible nothing will happen (iimediately). You cannot possibly expect Mods to be scanning every post in every thread in every forum.
Using the [report] facility is, essentially, a form of self-policing within the forums, which is an adult approach.

Recently there were some roadworks on the A38 just after Carkeel (Saltash) in the "gateway zone" which is normally 50mph. They reduced the speed limit here to 30mph which was fair enough. Not only did they reduce that limit to 30, but extended it all the way down to the Saltash tunnel. The normal speed limit between the tunnel and the Carkeel roundabouts is 70mph. The carnage caused by this was ridiculous with your normal suspects trying to do 70 weaving in and out of traffic, while Dorris in her Micra sits in the overtaking lane at 30mph cause she's turning right at the roundabouts and 30's the speed limit.
After a few near misses I phoned up the highways agency and finally got a call back from engineer in charge of the work. Chapter 8 regs state that the maximum speed reduction for a road that is normally 70mph, is down to 40 in extreme circumstances. He didn't deny this, instead just replied that it was done now (so wouldn't be reconsidered) and that it was for continuity's sake to make sure that drivers didn't have to think about their speed - it would be 30mph (regardless of where the works are and type of road) for 3-4 miles!
It wasn't worth discussing with him - he's an idiot. But I did chuckle, because in 10 weeks I saw the police in that stretch once. They're normally doing speed checks a couple of times a week!
