I had a brief thought that the 'a person' might be on the end of the telephone helpline in causing the person to drive while uninsured but it doesn't quite read that way

Read the rest of the words in that and you'll see it's nothing to do with your "thought".

Neither causing not permitting.

Can't be cause, because that is a physical "here are the keys, now go to the supplier, employee" thing.

Can't be permit, because they are not in a position to give permission to drive someone else's car.
