Watching the players leaving Spurs yesterday, and there is a guy with a tabard with the legend
Accredited Traffic Management (or similar) on the back. no other script except the obligatory lanyard and ID
The junction with Park Lane ( where tthe players drive to leave) is traffic light controlled with Tottenham High Rd
This gut, armed with a whistle, coordinated the stopping of traffic along the high Rd by signalling his mates and he them waves the players ,or any other cars leaving the ground through
The problem is he does this at random times and when the lights in Park Lane are red
Is he AUTHORISED under the RTA and highway code to signal cars past a red light ,and could he be liable should someone, legally going through a green, and ignoring another guy just dressed in a yellow stewards coat, T Bones Harry Kane .
Whilst those authorised can direct traffic Police officers/HA officers in uniform, can a guy in a tabard showing he is acredited have the same level of authority, and what actions/offences ,if any will a driver be liable for should he ignore any instructions from him eg Lights are red, whistle man tells him to go, driver stays put. and waits for green

Depends what’s in the traffic management plan, common with crane lifts.If you get a NIP, in such circumstances, make it plain that you understood the person to be a police officer.
It’s a bit of a mess the whole CSAS and PATO thing, most Police services don’t get involved in traffic management any more.
