Speeding ticket question

Friend was driving through a small village in a line of 4 cars when his wife noticed person standing at side of road wearing jeans and a hoody (hood wasn't up !) Holding what appeared to be a speed gun. He carried on journey, has just received speed penalty for driving at 37 in a 30. Is this allowed ? Seems a dirty tactic..

Ask your friend to post up a copy of the letter with personal details obscured.glennjamin said:

This happens local to us, local people volunteer to catch the speeders, I think you get a letter or 2 from the plod after being recorded and reported they then take action I believe?Kent police, who on the whole seem good in fairness.

Why would you think that, do you think most camera vans are operated by police officers? Well the answer is no. Anyone can operate a camera if the are trained to do so. It is an evidence gathering device, no morejoshcowin said:

Only if they then catch you again with an appropriate approved device operated by a trained person. So the the same as any other speeding scenario. Other than that they can only send you letters or perhaps pay you a visit and ask you politely to moderate your speed.

So your "friend" didn't notice this or that he was speeding, maybe needs to call at Specsavers.I see the community speedwatch volunteers out in my village regularly (Wiltshire).
They pass their data back to the police who will issue warning letters only.
BUT...
About once a month they are joined by a member of the Police enforcement team. On those days (trained operator, calibrated equipment etc) then it will be a NIP issued.
I'm not aware of any clothing / styling requirements !

I thought Police guidelines specified HiVis from a duty of care for officers ?They pass their data back to the police who will issue warning letters only.
