Friend was driving through a small village in a line of 4 cars when his wife noticed person standing at side of road wearing jeans and a hoody (hood wasn't up !) Holding what appeared to be a speed gun. He carried on journey, has just received speed penalty for driving at 37 in a 30. Is this allowed ? Seems a dirty tactic..

Is this a notice of intended prosecution or a letter from the local camera busy bodies ?

Ask your friend to post up a copy of the letter with personal details obscured.

Hardly a busy body.

Clocked at 37, speedo would be reading nearer 40.

I wouldn't be happy with cars travelling at an indicated 40 through my village when it's a 30.

This happens local to us, local people volunteer to catch the speeders, I think you get a letter or 2 from the plod after being recorded and reported they then take action I believe?

Kent police, who on the whole seem good in fairness.

No, it's not allowed (37 in a 30). That's why you've received this speed penalty.

Question was are members of the public allowed to operate speed guns and though there actions get tickets issued , thought it would have to have been a Police officer operating camera not some person dressed in civi's.... Not my ticket a friend's ......

Why would you think that, do you think most camera vans are operated by police officers? Well the answer is no. Anyone can operate a camera if the are trained to do so. It is an evidence gathering device, no more

Only if they then catch you again with an appropriate approved device operated by a trained person. So the the same as any other speeding scenario. Other than that they can only send you letters or perhaps pay you a visit and ask you politely to moderate your speed

So your "friend" didn't notice this or that he was speeding, maybe needs to call at Specsavers.

How about your "friend" reads the highway code and follows the speed limit laws.

It isn't that difficult.

I see the community speedwatch volunteers out in my village regularly (Wiltshire).
They pass their data back to the police who will issue warning letters only.
BUT...
About once a month they are joined by a member of the Police enforcement team. On those days (trained operator, calibrated equipment etc) then it will be a NIP issued.
I'm not aware of any clothing / styling requirements !

I thought Police guidelines specified HiVis from a duty of care for officers ?
