I have received a Parking Charge Notice for a company vehicle which I believe to be incorrectly issued (relies on POFA but was issued 4 months after the event instead of within 14 days). The vehicle is leased so the leasing company received the original notice. For dealing with this they charge £12.50+VAT.

In the event that I get the ticket cancelled is it reasonable to expect the parking company to refund that? Anyone had any success in doing so? It's a small amount but given the date of the alleged infraction it's entirely possible that further alleged infractions have occurred and more spurious notices will be issued, costing £12.50+VAT each time.

Of course the correct thing to have done would have been to read the lease agreement properly before signing it...

You should probably pay it, and then make a small claim back against the parking company.

Technically the 'guys-in-the-middle' had to do the work either way.
I will have to pay it anyway as it gets added to the next month's invoice which is on direct debit. I think in my appeal I will kindly ask the parking co. to reimburse it and see where it goes from there.

I had a speeding NIP incorrectly issued (wasn’t me or my car).

The leasing company (Leaseplan) originally sent an invoice for their admin charge, but refunded it after I sent them proof that the NIP was cancelled.

Thanks, another possible route.

Edit: just read the lease co. T&Cs and it says: If your appeal is successful and the fine is cancelled by the issuing authority, we will refund our administration charge.

I hadn't considered this so thanks again.

That sounds like a punitive charge rather than an administrative charge laugh Either they accrued costs passing on your details, or they didn't.

My lease company reimburse the admin charge if the Parking Charge is cancelled.

In my case, since the lessee is a Ltd Co, that's who the Parking Charge was addressed to. So it was a simple case of the company secretary replying back saying the Parking Charge must be issued to the driver of the vehicle at the time not the company, the company is under no legal obligation to identify who the driver was, and would not be doing so.

I'm confident I can get at least 10 miles out of £12.50.

I see what he means, man hours doesn't equal 1 hour to pass it on, more like 5 mins max with printing and posting hardly a lot either, its not simply costs, its a nice little profit factored in for passing a letter on. As bad as some landlords charging 50 quid if you loose a key tbh.

With the ACTUAL previous experience of being responsible for the budget of a medium sized admin area, I agree with Blade that £12.50 won’t go far.

Employing someone to do an office based job isn’t just a case of paying them a salary/pension/employers NI, they will also require you to pay out for Premises, business Rates, insurances, building security, Desk, chair, PC, printers, stationery, the list goes on an on with those sort of material costs and that’s before you need to add in support structures like payroll, HR, tech support, business change, regulatory training, and even team management.

I wouldn’t be surprised if the COST of employment was a minimum £80 an hour for an administrator in that roll for the average rented office space outside of a major city.

Just to close this out. My appeal was successful (as expected) and I sent the evidence to the lease company who have now refunded the admin charge.
