Yes, I've finally cracked and done it as I'm fed up with it.

Driving out of a Main B road out of my town, car in front abruptly stops, it becomes apparent someone has driven at speed when moving across the opposite side of the road (with no indicators), then driven up the verge narrowly missing both of us.

I thought they were being chased or something it was that bad.

Looked like an elderly woman driving.

I hope your "report" is better-written and clearer than that, because no one has a clue what you're on about.

Maybe they just liked that particular patch of it.

Sticks.

On a B road the car n front abruptly stopped because an oncoming car approached at speed and had to take to the verge to miss them both.

I often think about reporting people, then decide I can't be bothered downloading the clip from my dashcam, so tut loudly, shake my head and go about my day.

More likely reporting the person that "has driven at speed when moving across the opposite side of the road (with no indicators), then driven up the verge narrowly missing both of us"

Google the police area and Op Snap. They may have a reporting service.

Yes, that's where I've done it.

How could they have driven towards you and up a verge? Was the verge in the middle of both lanes?
My brain hurts.

laugh glad I'm not the only one.

Downloading footage from my dash cam is such a faff that it's basically reserved for actual insurance need or if I see something hilarious I have to share with a mate (like the time I narrowly avoided squashing what must be the luckiest squirrel in the country, or the time I saw a guy drift his 997 to his roundabout exit in rush hour traffic).

Which could have been the result of a puncture or similar. Driven at speed could mean anything, no speed = stationary. Was it in provably excess of the limit? is a question for the OP. Extremely unlikely.

So should I report this guy driving along Upper Thames Street, City of London this afternoon while texting?

No. He may have been calling the emergency services to report some weird foot fetishist photographing him in a threatening manner.

His biggest "crime" is driving barefoot and having Birkenstocks in the passenger footwell.

I agree, I won’t dob him in though I told him that I would. That’ll give him something to think about for next few weeks.
