I was driving northbound on the M23 this morning & as I approached the roadworks south of Crawley I passed a white small hatchback which from a distance looked like a Google street view camera vehicle. However, there were camera decals & 'ANPR' lettering on the boot & doors & the chap driving had a hi-viz vest or jacket on. Roadworks speed limit was 50 dropping to 40 mph - as I was in front of him, I drove at exactly at the limit.
Any ideas what these cars are up to? Parking enforcement? MOT/VED/insurance enforcement? Parking enforcement? Speed enforcement??
First time I've encountered something like this....

All of the above with the exception of speed, with the addition of stolen markers etc.

Dealing with misspaced numbers would be an efficient and easy process if this is a DVLA VED detector. However they insist upon a police report first.
Figure your own reasons why.

Makes sense - odd that he was on the motorway, perhaps he was on his way to work patrolling the wonderful town of Crawley!!

Aren’t these the ones normally parked up in side streets watching for any parking / driving violations etc?

I thought parking was now Council responsibility, hence the 'Parking Partnership' cars we love so much.

That was my conclusion - however, it was interesting how many drivers slammed on the anchors through the roadworks speed limit as soon as they noticed the car. Must have been the camera decals!

Just to add - this is very similar to the car I saw, so guessing it's local council:
