As immediately above, you can potentially tow a good deal more than subtracting 1 from 2 would suggest.
It's also a commonly held belief that you can't tow anything greater than 85% of the tow vehicle's weight. It's not a silly recommendation but that doesn't make it law of course. If you're sensible about it and check the weights fall within the train weight that's often fine too.

1st number is the max gross weight (car only), we don't know the kerb weight of the car. You could tow more than 1000kg but just not be able to load the car so much. ETA but you'd also need to know another number not on the plate, which is what the manufacturer's recommended maximum towing weight is (which might be less than the GTW-kerb weight).
