Unfortunately we can't see the rest of the info on the plate, but from what I can tell that is 1000kg max towing weight & 1/2 are the front/rear max axle weights.

Not necessarily...

I'm assuming that's Max Weight and Max Train Weight

The Max Train Weight can either be carried or towed

So if your vehicle is at max weight, it can only tow 1000 kgs but if it is lighter (ie unladen) it can tow more

Yes figures are:-

Gross Vehicle Weight
Gross Train Weight
Axle1
Axle2

As immediately above, you can potentially tow a good deal more than subtracting 1 from 2 would suggest.

It's also a commonly held belief that you can't tow anything greater than 85% of the tow vehicle's weight. It's not a silly recommendation but that doesn't make it law of course. If you're sensible about it and check the weights fall within the train weight that's often fine too.

1st number is the max gross weight (car only), we don't know the kerb weight of the car. You could tow more than 1000kg but just not be able to load the car so much.

ETA but you'd also need to know another number not on the plate, which is what the manufacturer's recommended maximum towing weight is (which might be less than the GTW-kerb weight).
