The local village scally has got a car about two weeks ago.

It has an MOT, but no tax and no insurance. The MOT runs out in a couple of weeks.

He is driving it around the village in a nobbish way. Thing is, he lives near me and I'm pretty sure he has only just turned 17, so he probably hasn't got a licence.

Do I report him to the police (driving recklessly) or just mind my own business.

I'd have no issues with reporting either. These are the sort of scumbags who usually cause an accident with life changing injuries or worse for someone else whilst they seem to up & run without any issues as seen so many times on the various Police camera programmes.

+1 for report, exactly the kind of person to kill someone or themselves.

I don't understand why you're even asking? Unless there was a way he'd know it was you and you think he might retaliate, then absolutely report him. Personally I couldn't care less about no tax, but no insurance is unforgiveable. He needs to be taken off the road.

I’d love to see someone making a reasoned argument not to report him.

Another vote for reporting.
Should he do something silly and you hadn’t at least tried to do something ?

Notify DVLA as well about no road tax. They like to go around an area and sweep up a number of cars at once when they get a few reports

Report.

Can't think of a logical argument not to.

He'll probably have the car confiscated, get off scott free and buy another shed and carry on as if nothing has happened a few days later, but you can always repeat the cycle.

Report. I reported someone once because I saw they had a 3-series E36 saloon on an X plate (because I'm a massive car bore I realised that no E36 saloons were registered on an X plate - latest at an absolute push were on a T plate)- turns out they were fraudulently using the plate from a newer car to avoid paying tax/insurance on the BMW

If anyone says I was being a dick I'm sure you, like me, pay enough to keep our cars legal that someone deliberately flouting the rules should be called out on it.
