If the camera van is operating ANPR then a ghost plate can cause a misread.Good do they work on camera vans .
The speed reading and speed cameras will not be affected in any way.
If the van is operating ANPR and speed detection cameras then the ANPR misread will be compared to the speed record or the video of the session if not speeding and you can report what happens when that occurs.

I think what Parliament is discussing is why they are not being efficiently detected and the users adequately dealt with.
DVLA are punting out plates that they seem to realise can be manipulated to make names etc, but rely on the police to detect this misuse before DVLA takes any form of action.
There should be an equivalent of OpSnap at DVLA where images of plates can be sent to them so those who manipulate them into names etc are processed accordingly without input from the police, who have far more pressing issues.
While this won’t deal directly with ghost plates, it’s a start.
The next step for DVLA is to modify their VED detection caneras to spot ghost plates and they can deal directly. No need to involve the police unless a more serious crime is also detected.

I think its more a case of, the plate is illegal and can't be read; and the authorities are trying to use ANPR cameras rather than actual police on the roads, to police things. Since the crime is that the plate can't be read, its kinda a vicious circle.
