Minicabs and crap driving

I have become increasingly cheesed off by the appalling standard of driving of the local minicabs, speed limits, seat belt laws, and basic road craft seem to be anathema to them, and they constantly tailgate and in the local residential streets try and force vehicles who have priority off the road.
Oh yes, and the scrotes think that the 'bin' is the outside world, as they chuck their s
te out of the window rather than clutter up their Vectra chav mobiles.
This frustration has come to a head yesterday after my elderly Brother in Law who was stopped at a Pelican crossing was hit from behind by a woman.
This was because her car was hit by , yes, you've guessed it, a minicab. As the woman was stopped 6 feet behind my BIL, on a Shellgrip surface, this shows how hard she must have been hit by the minicab. To compound things, while they were sorting details out, there was another bump with 3 cars, and yet again the culprit was a minicab.
Luckily, there were only minor injuries, amusingly I thought, minicab driver had a sore face from hitting the windscreen - seat belt law doesn't apply see, though the woman's car may be a write off, but is there some way that 'somebody' in authority can have their attention focussed on this, as it will only be a matter of time before someone is seriously injured or worse.
Also BIL is reporting to his Insurance co., but has not reported this accident to the Police. I think he should, any advice?

On many occassions I have been sat there in the passanger seat thinking "I might not even be able to see straight at this moment in time, but I swear I could drive this car better"

I knew there were exceptions for the properly licensed taxi drivers, wasn't aware that was the case for minicabs though.Skodasupercar said:

I have been in a minicab that was driven to an excellent standard.
The fact that I spent the entire journey chatting to the driver about engines, camshafts, Morgan sportscars and the somewhat wayward on-throttle steering characteristic of the early Saab turbo may have had something to do with it.
Experience, even huge numbers of miles day in, day out, will only make you better if you care enough about driving to notice when you did something wrong, I reckon.

sorry. Wasn't there a thread on this the other week. Someone complaining about taxi's been pulled for going a tadge over the speed limit. As per usual the public haven't got a clue what they would like the BIB to "prioritise/target" today 
Sorry speedyguy, this is speeding substantially over the limit, on a regular basis, a member of my family has been injured, and Traffic Laws everyone else has to obey are being flouted.
My question also asked who could help - do minicabs need to be licensed, who supervises driving standards, etc?
Taxis are licenced by the local authority and the local police will also likely have a licensing department that deal with taxi drivers. Both of these should be interested in hearing about poor driving standards from taxis and the council have powers to revoke licences.
Regarding seatbelts, hackney cab drivers are exempt whilst the vehicle is being used as a taxi; minicab drivers are exempt when they passengers in the vehicle.

..And if you search the MOT of a taxi, they tens to all say cannot look underneath due to the panels.
I live in Reading (supposed tech hub of the UK), Britain's biggest town yet the previous Labour head of transport denied Uber an operators's licence stating that there is "no demand" for it.
In other news, at the time the chairman of the local black cab association was, you guessed it, the Labour mayor!
Consequently Uber still don't have a licence here, but we do have a massive influx of cars plated in either Fareham or The New Forest, who then Uber around Reading. None of them have a real clue about where they are going and just follow the Uber nav everywhere.
