Not sure if serious...... but does your friend look like a user or a dealer?

And no, a Sec 23 search is just a stop search and nothing to do with driving.

The OPs friend's driving licence is nothing to do with the OP's driving licence. He wasn't asking about his own licence.

It was a passing thought - police carry out search suspecting drug use, and update the PNC profile and the suspects driving licence record as them being associated with drug use; marker placed on suspects registered vehicle. It's not an unlikely scenario
It's very unlikely, you can't update a driving license record with a drugs marker for a start.

If he smells like a G farmer he will probably be ex communicated from his driving entitlement

It is possible that they submitted a D751 to the DVLA. Basically if there is evidence that your friend has a drug habit it can be reported to the DVLA who will look at doing a medical on them. If they pass happy days. If they fail...licence is revoked. If they refuse to do it. Its revoked also.

Hopefully one was submitted.

I dont believe he was driving at the time of the stop - why would Police submit such a form - if this was the case they'd have to do the same for everybody subject of a drugs search or arrest wouldn't they?

Doesn't have to be driving at the time (there are two different forms, one is for a driving incident the other isn't).

DVLA will take action if they are a persistent drug user...no idea what they class as persistent is though.

My department do them regularly if someone uses drugs.

Good way to get some of the "out of their mind" crowd off road, probably the worst road risk there is.

Because druggies worry so much about abiding by the law. rofl They're no more likely to heed such a thing than a alky will think about not driving.
