Variable speed limit and average speed zone at the same time

Odd one. Yesterday on the M42 I was in the average speed restriction area (50mph) near Biirmingham airport.
Then an overhead gantry showed a speed limit of 60mph in the outside lane only
Then it showed 50mph in the first 3 lanes, and 60mph in the outside lane
Then I went past a national limit sign
Then the 50mph average limit continued
I assumed the limit was 50mph so stayed at that, lots of others didn't though. I assume the whole stretch was completely unenforceable? Is it even possible to have a different limit in different lanes?
On the plus side, absolutely no congestion on the M5,M42 and M6 both morning and evening yesterday, makes a nice change. It's a shame you have to leave enough time to account fo the expected traffic.

The system looked today (Saturday) like a 2 yr old was running it....it again said 50mph average speed on the temporary signs on the side, then there were signs saying the cameras weren’t working & the gantry said 40, 50 & 60 as you looked across lanes 1-3 - it’s a proper poor show & I wish I had a dash-cam to show it.
