Ridiculous convoy hogging M11

Saturday lunchtime coming South down the M11 from Stansted - assume the convoy started from the private jet terminal heading to London - ridiculous 10 vehicle convoy hogging the middle lane with no gaps, driving very close to each other. No attempt to stay left.
9 black Mercedes S classes (mostly new but couple of clunkers), and in the middle of the convoy a grey Ferrari Purosangue which I assume was the principal they were protecting. All the cars had diplomatic D or X number plates far as I recall.
Not particularly bothered about who it was, some Saudi Prince or whatever, more irritated that they were treating the middle of the M11 as a Zil lane and obstructing traffic.
Are cops allowed to intervene for D plated cars? Surely there's a limit to the bad driving / bodyguards driving really close to each other at speed that police will intervene on?

If he's really important he won't be in the most obvious car because that's the one that gets the RPG.As long as you could legally get past the 60mph convoy I don't see much issue.

If he's really important he won't be in the most obvious car because that's the one that gets the RPG.As long as you could legally get past the 60mph convoy I don't see much issue.
If they were overtaking others though, they're not stopping anyone else changing lanes, any more so than a regular stream of traffic in lane 2 going quicker than those in lane 1 stops you pulling out, because there's no gap. It would be a long snake of 11 cars all bunched up, but with normal spaces before and after? Equivalent to the length of, say, 3 trucks all passing you?

Both can be true.
Nothing weird about it, never seen such oafish and dangerous behaviour on the motorway from so many drivers. If anyone knowledgeable can focus on the OP question please:

They were very close to each other so bandits couldn't dive in the gaps and split the convoy. If they all crash into each other, well, that's their problem 
It's 'defensive driving' defined, and Joe Public just has to run with it for the short period of inconvenience.
