Accused of littering

Sadly a dull, if infuriating, topic. (I'd love to be talking TVRs, but sold my daily-driver Taimar many moons ago ...)
A friend had a parcel delivered to a local shop / pick-up point.
It was addressed to a shortened version of their name and to the address of the shop.
So, not a full surname, and not the recipient's address.
The box was duly recycled with the other household cardboard.
A letter has now come to light (addressed to the incorrect name / local shop) with photographs of said box hundreds of yards from the home address.
The letter implies that a fixed penalty notice (or prosecution) for a 'suspected waste offence' will be forthcoming, quotes the Miranda rights and has asked for a 'statement', in writing, 'under caution' in the meantime.
Advice, please, on how to proceed or respond.

Assuming this is in the UK then it sounds fake. Miranda rights are a US thing. You're also not under caution when responding to a letter. A friend had a parcel delivered to a local shop / pick-up point.

Tell your friend to tear off their address from the letter, leaving the sender's address and throw it into the street. Perhaps they will then receive a FPN for littering.
A piece of paper with your friend's address and name on, if it was on, is not proof of littering. It just happens that the litter is identified as once being for your friend.
