The guidance is it is expected that enforcement begins as soon as "The speed Limit +10% +2 mph" is reached.
You just missed off the +2 mph to the +10%.
Do the police stick to the guidance?
Generally yes, they do not enforce at speeds below this threshold. They could start at a higher threshold if they so wish.
It is also the case, and in the guidelines that speeds below the minimum prosecution action speed can be used is some circumstances. These need to be justified by the officer using a speed below the SP +10% +2 mph. This is seldom ever used and is certainly not used in routine operations, as the guidance clearly states.
If someone says they have a ticket for 32 mph in a 30 mph speed limit, they are either untruthful, mistaken or have altered the ticket. I have seen at least one altered ticket where someone put a false speed on it.
You may get more opinions, but this is your answer I would claim.
