Draft TRO - what happens with representations ?

County council have proposed a no right turn restriction on a road near us and circulated a draft TRO to the various parish councils nearby
The draft TRO invites “representations and objections” to be emailed to the council’s highways department
What exactly happens with these representations? Do they actually consider if loads of residents object - or is it basically a fait accompli once the TRO is drafted?

Seems the ‘Gunning principles’ apply
“consultation must take place when the proposal is still at a formative stage;
sufficient reasons must be put forward for the proposal to allow for intelligent consideration and response;
adequate time must be given for consideration and response; and
the results of consultation must be conscientiously taken into account.”
I assume if not, people opposed to it could challenge in court (if suitably organised..)
