Variable Speed Limits - M62

This has annoyed me more than it reasonably should but I'm just having a vent.....
I was travelling from Liverpool to Manchester last night at about 1am.
The motorway was very quiet (as you would expect at that time of night). Pretty much as soon as we joined there were red-ringed 50mph signs on the overhead gantries.In this situation normally I tend to drive at the speed limit plus 10%, however I was with 3 anti-speeding nazis who insisted I drive at 50 or they'd tell Mum and granddad
To cut a long story short I stuck the cruise control on 50mph, moved to L1, and spent the next 40minutes plodding along for what seemed an eternity being overtaken repeatedly by HGVs until we got to the M60/M602 junction at which point the speed limits changed back to NSL.
A couple of the gantries said "Report of obstruction" - however we saw nothing, no obstruction, no HATOs, no Police, no hazards, absolutely sweet foxtrot alpha.
My question / rant is - who decides WHEN temporary speed limits are needed/applied? What sort of checking is done? is it somebody with reasonable experience and authority or can the Work experience kid do it when they're feeling bored? It just seems to me that, more and more often, temp speed limits are applied for the most remote possibilities just to be on the safe side and nobody seems to check whether or not it's excessive, or how long it's needed for. It seems to be the opposite of places like Japan where the priority seems to be to minimise the impact on drivers and instead just be ultra ultra cautious.
