When they say 'road tax expired' they seem not to mean 'a VED paid for has run out of time' because that happens at the end of the month.
I presume they mean it's gone from 'SORN' or 'in the trade' status to 'untaxed' due to a change of ownership.
The websites do also come out with some anomalies when vehicles are exported and re-imported, or vanity plates are applied or removed.

If you go on the free gov.uk site and check the information source, it actually says tax due rather than tax expired which as it appears SORN has not been declared is a valid statement, this has no doubt has rolled over on the annual tax due date in previous years.
The issue is the use of language on the check site you used rather than there being a real problem beyond the owners not declaring SORN as required.

The DVLA database shows it as registered in June 1994 therefore it is NOT VED and MOT exempt.
Once you have purchased the bike and it is registered in your name, you then need to SORN it immediately. If you don't then there is potential for you to receive an £80 fine in the post.

I was aware you could do this with tractors, so by extension it makes sense for quads and hence motorbikes I suppose.
