Weird occurrence on the A34

On Saturday I was driving up the A34 maybe just before Didcot ish a police estate car pulled in front and straddled both lanes put on his do not pass sign. No worries there. Carried on 3 or 5 miles at maybe 30mph. Gradually built up speed pulled to inside at 65. I was first behind in outside lane so passed him.
No issues at all, other what was it all about? There was no obvious reason why the cop did this.

Almost certainly this. I was in a very similar situation to the OP a few weeks back heading north on the M3. I was the lead car behind a police highway patrol car which straddled two lanes to gradually slow following traffic to a halt to allow two traffic officers from a National Highways vehicle to clear debris from the left lane.
