Why is it OK for ambulances to break the speed limit but not the general public? Doesn't speed kill?

when one blue light goes out the other one willcome on (like alternating headlights) so at least one light will be shown flashing.

That may be the case for incandescent lights, but it won't be the case for xenon strobes. The flash duration of a xenon is about a millisecond, and for the majority of the time no light is being emitted at all.

It's the same for the Police. If we trigger a Gatso, there is the trawl through the log book to find the Officer driving, then the trawl through the control room logs, or even the control room tapes to ensure that BiB was speeding with justification.
