Norwich - worst town ?

I thought I'd share this one with you. I suppose it is a bit OT.

Norwich, my local city, has such appalling parking that the local paper is running a premium rate competition to win a space in their car park (for one day). The current compos is for this Sunday.

Is this a first ?
