Old red light cameras - measure speed
Discussion
Sorry for the boring question.
The old grey red light cameras like this one:

I think they are the film based ones.
Do they measure speed for the purposes of handing out NIPs or do they only detect vehicles going through red lights?

They do measure speed up to 70mph but are generally used for Red Light offences only.
The reported speed will be shown as >70mph when it is above that speed.
The speed is reported on the red light offence and will be used to decide upon what sort of penalty or charge will be issued for the red light offence.
If you go though a red light junction at 25mph in a 30mph speed limit you will probably receive a Fixed Penalty; go though the same junction with >70mph showing and other traffic on the junction and you may well be in line for a dangeous driving charge.

When one of these was used on Holes Bay Road Poole it was a Red Light Offence Camera which also measured Speed on Green phase. It did not measure the speed during the red phase but this could easily be worked out by the two photos taken of the red light offence. It was reverted to Red light Offence only but not before racking up a large amount of income.

In Dorset and I suspect elsewhere, red light penalties are not decided on the speed you go through them but the time you go over the stop line after the start of the Red phase. They are:
Seconds Into Red
1 to 1.9 seconds Driver Awareness Scheme ( if eligible)
2 to 2.9 seconds Fixed Penalty Notice
Above 3 seconds Court Hearing
