Private Road - No Tax, Insurance or MOT
Discussion
There is a car parked on a private road (Unadopted private road) but the public do have access as it's a housing complex. It has no tax, mot or insurance. This guy has only got the old mouldy car so it takes up room on the road so he can park his actual car behind it. (It's a prime parking spot as parking is very limited in the complex)
Can anything be done?

Any road to which the public have access has the same road traffic laws applied to it as a normal road. Therefore if it is on the road it must be taxed, insuranced and MOT'd.
Wrong - insurance is required if a motor vehicle is used on a road or other public place (ignoring cie requirements). An MOT is required if a motor vehicle is used on a road. Tax is only required if the vehicle is used or kept on a public road i.e. a road which is repairable at the public expense (or in Scotland a road which a roads authority has a duty to maintain). From the OP it sounds as though the car probably needs insurance, possibly an MOT and probably not tax.

Can't you park in the space behind it?
That is what I was going to say. Why do you not park behind it? It is not as if it is going to go anywhere. It might then spark dialogue where you can [b]diplomatically[/] put your views across.Failing that I would talk to him. I know people find dialogue difficult these days as they are too busy gaming to be able to hold proper conversations but still....
As a last resort put a note through his door.

Tax and MOT can be checked by anyone on the internet. https://www.vehicleenquiry.service.gov.uk/If you lie to AskMID then you can get insured or not from them as well. http://ownvehicle.askmid.com/

Yes, yes it can. Generally speaking the private road will have an owner, well it will it's private, who will employ a block management company to look after the day-to-day running of maintenance of the road and parking areas. Can anything be done?
These organisations apply all sorts of caveats to the use of the road, and parking practices. The most common is a prohibition of untaxed cars. If you are of that mindset, simply report it to them and they will issue a notice to remove it. Find out who they are first. I very much doubt the police would be interested.
The same thing happened in the car park outside a maisonette I let. Another resident had a number of untaxed cars, all removed at the behest of the block manager. I didn't complain, truth be told I didn't care, but it was all picked up on a routine visit.
However I don't see what the issue is - presumably the mouldy old car is unsightly?
I'm in Scotland, so I'm not sure the laws are the same, but a few years back, I had purchased another car which was trailered to my house as it had no road tax or insurance having just got it home. It was parked in the street in my own desginated parking space.
The next morning, there was a ticket for no tax on the windscreen from plod. I had to write to the local Superintendent with a copy of my deeds showing I owned the land the car was parked in and therefore it wasn't on a 'public road'. The ticket was withdrawn.
On another occasion, I know of a chap who was done for Drinking and Driving when he entered his car that he parked on a private driveway (his own) to drive home after the pub. The police stated that whilst the road was private, the road was also accessed by public service vehicles (in this case they quoted the Postman) and therefore he was guilty. Quite what the postman would be doing on his drive in the early hours though is a mystery, a bit like the law I guess!

OP,
This private housing complex - to which the public do have access?
Does it typically have a number of non resident cars from surrounding streets who park there?

Just not enough parking for those that live there.
Are there any allocated/numbered spaces?
