Unexpectedly received a PCN through the post this month for an alleged parking contravention (residents bay without permit) that happened in August (3 months ago).

2 questions:

- Why wasn't a PCN left on my vehicle at time? Do they have to stick a notice on the vehicle by law to make it enforceable?
- Is 3 months too long a time gap to enforce this?

They may have left a PCN on it. They tend to photograph it in situ as evidence of it being affixed.
3 months doesn't seem excessive to still enforce.

PCN was cancelled at the "council's discretion". However they implied I was lying as the enforcement officer noted that he had handed me the PCN - complete lie!

I'm pretty sure the incident was when I was broken down and with my vehicle at the side of the road (for barely 30 mins before it was moved).

Is there anything I can do to charge these losers for wasting my time? I spent a good hour reading the parking enforcement guidelines set out for councils.

What do you think the answer to that is going to be?

You parked in a residents bay without a permit, the PCN has been cancelled.

I would say you got a good result.
