You know those flashing amber lights that are placed near schools, the ones that have a sign up saying that it's a lower limit when the lights are flashing?

Well who is responsible for them? It's just that at 2 schools near us, they have been constantly on, or is this some convert way of reducing speeds at all times and not just 'little darling' time?

I've seen them key activated by the Crossing Patrol (Lollipop Man / Lady) in the past, but I'm not sure if that is still the case . . .

Poking a stick in the bottom seemed to work on them when I was younger.

County Council/Local Authority highways I think, though they may bounce you off to the Education Dept. Very irritating when these lights get left on, sometimes for a whole weekend.
