Pre-reg'd vehicles, storage and the MID database?
Discussion
I'm trying to find some guidance on the MID, but the advice so far seems contradictory or vague.
Our company purchases vehicles from various dealers who will register them in our name, however they may remain in storage for 3-4 months until we find a use or customer for them. Although they will be PDI'd and ready to roll, they are not being used and do not leave the dealer site.
When it is time for them to move, they will normally be added to our customers insurance policy, or to our company car policy if they are for staff use. Otherwise, we have a separate fleet policy that covers vehicles at other times - between registration and delivery or on the way for disposal. Vehicles tend to be delivered from the storage sites to customers by transporter or trade-plate drivers, and similarly collected for disposal in the same way. We do not release vehicles to customers until they provide a copy of their insurance.
For these pre-reg'd but unused vehicles, what is the legal position with adding them to the MID? I appreciate there is a penalty for non-insurance, but are there any specific penalties for not being on the MID?

As far as the DVLA continuous insurance is concerned, MID = insurance.I presume they don't change keeper when you do find that home for them? Is it worth SORNing them anyway?

Correct, they go on leases for between 6 and 36 months. SORNing is the alternative option that we have looked at, however we are aiming to reduce administration within the business. We have many occasions when an order will arrive in the morning and the delivery needs to take place later in the day, so the SORN process is a little more unwieldy than the MID process. We're still looking at which is the lesser of two necessary evils. There can be anything up to 500 vehicles in this limbo at any given time.
