Quick PCN Question
Discussion
This is a Penalty Parking Notice, not a PCN.
Parked up this morning in a snow covered car park. Came back tonight to find a ticket on the car. With the snow now melted it was clear I was parked in a disabled bay and that's the ticket is for.
So, do I appeal regardless of the fact it's not a proper PCN? Chances of success?
I've made a quick edit as it's actually a PPN. A quick bit of reading suggests that Rail operators treat matters differently than normal landowners and won't allow appeal under POPLA if it goes that far.

Does the ticket mention Byelaw 14 and a possible trip to the magistrates' court?
Or does it mention appealing and some form of 'independent appeals service' (such as POPLA)?
Who issued the ticket? Also, not many railway station car parks enforce parking under Byelaw 14 - but Northern Rail certainly do.
Details, details...

Byelaw 14 and no mention of popla.
I've mailed them, in the 3rd person. Response is they'll investigate and get back within 21 days. But they've also said "as this office is a legal department please supply the full name and address details of the driver issued with the PPN."
I won't be.
