M1 southbound gantry camera near M25

[Rude]

Saw a double flash last night - no variable limit at 11.30pm. Are these cameras on all of the time or was this just to freak me out? I have seen some gantry cameras on the M25 flash when there is no variable limit but haven't heard of tickets being issued. Is this the same do you reckon..?

I saw a few topics on this before but they were old. What is the consensus?
