Unmarked Transit van under Police escort?

Left a work one day a couple of weeks back, sitting in traffic, waiting to join the A4, and the M4 at Junction 12.
Suddenly a Police bike on blues arrives, and blocks the road.
Two minutes later, an unmarked, transit van arrives escorted by a traffic Volvo on sirens and blues.
What on earth could have been in the van that needed that level of Police presence?
My first though was something out of AWRE?
Is this common?

I'm not BiB and even I can figure out it was probably something like:
Urgent medical supplies.
Specialist search/rescue equipment/team.
Something to do with the colour of the boathouse in Hereford or an episode of Spooks.
Police training.
AWRE would "probably" be either mich more discreet or totally over the top.
