When 14 days is not 14 days - £110 parking ticket
Discussion
So on a night out to the cinema get a parking ticket for parking on a single yellow at 9.30pm. Turns out hours of operation are until midnight (Barnet council doing a good job of keeping traffic moving on this vital thoroughfare right outside the cinema which is an industrial estate
). Anyway to be screwed by local councils is usual so I don't get too het-up.
however this was on friday night two weeks ago (6th). Reduction from £110 to £55 is payable if you pay within 14 days (quote "before the end of the period of 14 days as stated on the penalty charge notice"). So my thinking is like most normal people - friday to friday is 7 days right? Wrong. I go to pay today (14 days has not yet passed has it? Today is friday, after all) - £110 please. No ifs nor buts.
Good innit.

saturday is one day afterr friday, isn't it? If you had to pay within one day, you are saying you would have to pay on friday itself which doesn't make sense.
edit: yeah as mave says.
Bus lane incident was 9.53pm - no other traffic around. Mistake made. No-one inconvenienced!
if a tree fell in the woods etc...

Dunno, if I got a ticket at 9:30pm on Friday and told I had one day to pay, I'd think that meant Saturday not Friday...
But it didn't say one day to pay, it said 14 days from the date the ticket was issued not '14 days from the 7th because we actually wrote the ticket in the evening so we won't start counting until the next day 'cause we're nice like that'AngryPartsBloke said:

Right, and 14 days from the 6th is the 20th. So he needs to pay by the 20th ie today, not the 19th. It didn't say "you've got 14 days to pay from the day before the date on which the ticket was issued"CoolHands said:

If the Penalty Charge Notice was issued at the scene you should pay not later than the last day of the period of 28 days beginning with the date of the notice. If the authority RECEIVES payment within the first 14 days, you only have to pay half the penalty
It follows that the 28 day AND 14 day periods include the day of issue. The PCN MUST contain a statement in words that are equivalent to that above, in particular the bit about 'beginning with the date of the notice'. If it doesn't, it is invalid. In your post above you quote only the latter part of the wording. I suspect you failed to read all of it hence falling into error.

Someone's got to pay for the roof to be put back on that bus that hit a tree a few weeks ago.edit: yeah as mave says.

red, it does state something like that as well. It just doesn't make sense to me I'm afraid.
cheers
The specific wording is to be found in Schedule 8 of the The Civil Enforcement of Parking Contraventions (England) General Regulations 2007cheers
The PCN must contain the statements in (g) and (h). The 28 day AND 14 day periods both include the day of service.
It's not that difficult to comprehend. Whether it makes sense to you is something else.

That said, Barnet have previous form for invalid PCNs which failed to follow the statutory wording. The very same grasping LA which tried and failed to sting its own residents on parking permit charges - http://www.racfoundation.org/assets/rac_foundation...
Proof, if it were needed, that it's nothing to do with traffic management but everything to do with boosting revenue.
Imo there ought to be legislation which prohibits LAs from hiding under the 'commercial sensitivity' get-out umbrella if they choose to sub-contract services to private operators like NSL. It's a very convenient way of escaping public accountability when asked awkward questions they don't want to answer.

I am sure the wording isn't the clearest but I would assume I would have to pay by the end of the Thursday.
This is wrong though isn't itI am sure the wording isn't the clearest but I would assume I would have to pay by the end of the Thursday.
If i paid for something for you on friday, and asked you to pay me within 1 day, and you paid me on Saturday, would you expect me to turn around and say you were a day late, Saturday is 2 days so i am going to have to break your legs
