Last night I stopped on double yellows to answer a phone call from my works alarm company, on a call for 41 seconds then as I went to pull off I indicated and looked in my mirror and a policeman was about to knock on my rear window.
I cancelled the indicator and put the car into park. He asked why I'd stopped there, and I told him.

He was with 2 council 'enforcement officers' (the ones that give you directions and fine people for litter) and a parking warden.

Whilst he was loosely trying to have a conversation about why I'd stopped my friend noticed the parking warden was typing my registration into his handheld device. I asked the PO what he was doing and he said 'giving you a ticket I think', I said well if you're finished let me go before I get a ticket and the PO said I'm not finished with you and continued a vague conversation about why I'd stopped which I already told him. I said 'If that's all I'm going now as I'm about to get a ticket which I could avoid if you weren't talking to me', the PO stood back and I went to move away when one of the 'enforcement officers' shouted 'YOURE GOING TO DRIVE OVER MY FOOT'.

I stopped and said move you foot from under my car then (which has side steps so he would have had to try hard to get his foot under my rear wheel). Whilst he moaned about his foot being near my car, this bought enough time for the parking warden to put the ticket on my car then take a picture. Soon as the picture was taken the police officer walker off with them and the enforcement officer removed his foot away from my back wheel and they walked off towards dominos delivery car up the road.

Can they do this?
I was about to drive off and remove the 'obstruction' that apparently my vehicle was.
Can I get a ticket whilst a police officer is holding me stationary at the side of the road?

Sounds like a complaint to the local Inspector on duty to me.

1. Waiting and parking (238)

238

You MUST NOT wait or park on yellow lines during the times of operation shown on nearby time plates (or zone entry signs if in a Controlled Parking Zone) – see ‘Traffic signs’ and ‘Road markings’. Double yellow lines indicate a prohibition of waiting at any time even if there are no upright signs. You MUST NOT wait or park, or stop to set down and pick up passengers, on school entrance markings (see ‘Road markings’) when upright signs indicate a prohibition of stopping.
Law RTRA sects 5 & 8

Bang to rights as soon as you stop. The rest of the story is just fluff and not relevant to the offence.

Their behaviour does sound annoying, and deliberately done to get the ticket issued.

But, you did stop on a double yellow in the first place, so its not like the copper flagged you down and caused you to stop there.

I also think you'll have trouble proving any of this enough to get the ticket cancelled, unless you have the incident recorded?

This, a warning:

"Move your foot I'm moving in 3 secs...."

Put car in 1st, rev engine (with clutch in) they jump back whilst you drive off...if not just run the tt's foot over

certainly sounds off if it went down as described.

I know it sounds like there's two sides to every story and if there was more to it then I wouldn't be so annoyed, but I could have drove away if the policeman hadn't stopped me.
I appreciate it's double yellows, but if anyone else was getting done they'd jump in drive away and that's it. But the way I was held back is what stings most.

Must be. I was expecting him to complain about being done for using a mobile phone as well.

Well, you did stop of your own volition in the first place.

Holding you to issuing the ticket is a bit of a red herring - they haven't needed to put it on the car for some years.

Just stopped for 41 seconds and then suddenly out of the blue a policeman, two enforcement officers and a parking warden arrived - One would have been understandable but for four to arrive sounds very unlikely to me.

Did you turn your engine off when you were on the call as you would have been done for using the phone as well.

I cannot see this happened but if it is genuine I think you got off lightly.

Drive off if you like, ticket gets sent to the RK.

I got a ticket last week in the City of London, double yellows, plate stated "No loading at any time"

Walked into loading bay to speak to security, ticket issued 2 minutes later whilst walking back out to truck.

Banged to rights,I told my office to not even bother contesting it.

This is why no deliveries should be made into the City of London, unless they are electronic transfers, Let them eat virtual food like the money they transfer around smile.

Shame all transport companies don't have a blanket policy of no deliveries of any type within the M25, 24/7 just to f#ck them off smile

It could all be shipped around on that little underground mail train thing? They have/had smile

So in the space of 41 seconds, a cop and 2 parking wardens suddenly appear? Right..

I'd object, say the engine was running, you were merely temporarily stationary at the side of the road on double yellows

...and that the correct penalty is using a mobile phone while driving (the car doesn't need to be moving)

You're getting off lightly with a parking ticket, don't incriminate yourself further.

Meanwhile in the real world you would have behaved like the OP did.

yes You stopped in front of a policeman and a couple of wardens having a clamp down, either you were using a phone while driving or parked where you shouldn't. There's an argument they should just have had a word, but you were bang to rights and they could fine you even if you had driven off.

ETA I hate people who just stop anywhere to take a call: I regularly see people parked on blind bends or by junctions and it's a royal PITA.
